what you need is a gps reciever and software for you laptop. theres 2 basic types. theres the average every day humdrum typ like magellon, streets and trips 2006 (which is what I use for now) and copilot. with these programs you can plan your route, fuel stops, places you want to eat ect... you can also set variables, such as areas and roads types to aviod (such as toll roads and those pesky little goat trails through residencial neeborhoods), most have text to speach driving instruction, this means the computer will actualy talk to you and tell you turn left here, merge there, off route ect. and most have updatable construction information. all in all not a bad little program indeed and the price is fairly low, I got streets and trips 2006 with a really good gps reciever for about $85 dollars for www.deluo.com
you next option is PCmiler18, this is the big daddy, it does everything the others do but its built for truckers and companies. as a matter of fact many companies out there use it for routing, dispact, and even mileage calculation for payroll. and it has the features your looking for, low bridge and narrow road clearances for oversize loads, hazmat route restrictions, and the verry rare dock to dock instruction. that will litteraly put you right outside the shipping office door. but theres is a downside. a $3000 dollar plus price tag.
but then again ther's always someone on the radio trying to sell a pirated copy, not that i'm endorsing it but if you decide to go that roule you'll still need a reciever for gps, and you'll need to verify its a good copy before you give up the cash. oh and dont register it either.
